This emergency scheme for awarding Hong Kong University degrees was approved by the late Secretary of State (minute of 8th May). As recorded in Mr. Roberts-Wray's minute of 14th May, he then "vetted" the draft order-in- Council in the form in which it was then drafted. Since then as will be seen from subsequent minutes and correspondence with the G.M.C.) we have had to accept the view that degrees awarded under this order- in-Council will not be registrable with the G.M.C., though they will be registrable in Hong Kong. The question whether they will be registrable in the Straits Settle- ments is not quite clear, but I do not think that we should waste further time in clarifying that point, because if necessary it could be put right by focal tta legislation.

As you know, Dr. Gordon King is recruit a number of these Chinese medical students (who, so far, have only got Chinese qualifications) for employment in Hongd it is therefore now important for us to get this order- in-Council issued as soon as possible.

On the other hand, we have not yet received Dr. Gordon King's formal

for such degrees submission, and I do not think, there-

fore, that we need ask for a special meeting of the Privy Council for the purpose.

Submitted accordingly for authority for this order to be at the next

dat meeting of the Privy Council.
